Who is primarily responsible for conducting JEPES evaluations?

The immediate supervisor or NCO is primarily responsible for conducting JEPES evaluations because they are the individuals who have direct oversight of the junior enlisted personnel's performance on a day-to-day basis. This close relationship allows them to assess and evaluate the service members’ skills, contributions, and areas of improvement accurately. They have intimate knowledge of the work environment and can provide detailed, relevant feedback that reflects the service member’s actual performance.

While the personnel office, human resources department, and upper management might have supportive roles in the evaluation process, such as maintaining records, ensuring compliance with evaluation procedures, and providing guidance, it is the immediate supervisor or NCO who holds the primary accountability for assessing performance and documenting it in the JEPES.
